There is an increased focus on the delivery of social, economic, environmental and cultural well-being through the way in which the Public Sector manages its procurement activities.
SEWTAPS and its Suppliers are committed to the Social Value Charter to support the delivery of the six key priority areas that represents its values and beliefs:
Local Training and Employment – to create inclusive employment and training opportunities for local people in order to reduce unemployment and raise the skills level of our local workforce, especially in target groups such as long term unemployed.
Think Wales First – to take account of the social and economic impacts of buying locally when commissioning and contracting and asking our suppliers and contractors to do the same.
Partners in Communities – to play an active role in the local community and support community organisations, especially in those areas and communities with the greatest need.
Green and Sustainable – to protect the environment, minimise waste, reduce energy consumption and use resources efficiently.
Ethical Employment – to employ the highest ethical standards in own operations and those within supply chains.
Promoting the Wellbeing of Young People and Vulnerable Adults – to work with the support of entire community including local businesses, safeguarding and promoting the rights of children, young people and vulnerable adults.
Along with any wider associated legislative and policy driven requirements.
In addition, provision has been made for the inclusion of community benefits at call off stage.
The Framework will look to develop a number of Social Value related Key Performance Indicators within its Performance Monitoring and Review Regime. Some will be established at Framework level, will necessarily devolve to individual projects delivered under Call-Off Contracts pursuant to the Agreement. Tenders for Call-Off Contracts may also include Social Value in the scope of their requirements and/or in the award criteria.
The tender for SEWTAPS was managed by the County Council of the City and County of Cardiff and suppliers were invited to tender on 20th November 2020. Contracts were awarded on 7th April 2021 with contractors providing a range of technical and professional services.

The SEWTAPS framework commenced on 19th April 2021 until the 18th April 2025, for a period of 4 years, with option to extend to 18th April 2027.

The services being delivered on the framework are divided into lots and there were no restrictions on the number of lots for which contractors could bid.

All-In option to be used where a lead consultant or project manager is required to take responsibility for and manage the contracts for all required services on a particular commission.
